First, the controversial word “and” in clause 17-B of the Nuke Liability Bill inserted by MMS so that everything notwithstanding, Foreign Nuclear Suppliers wouldnt be liable in the case of a Nuke “Accident”.
It got found out. But far from being shamed, MMS went ahead and attempts to make is IMPOSSIBLE for suppliers to be liable by making it necessary to “prove” that they INTENDED TO CAUSE a Nuke accident!!!
Imagine the devastation that will all around a nuclear blow out. Now MMS wants that to hold a supplier liable, you will first have to prove they INTENDED to CAUSE it in the first place! Thats impossible even under ‘normal’ circumstances. To prove the INTENTION of a supplier was/is malafide, it is no longer enough to prove negligence that led to the ‘accident’.
Did MMS get fresh instructions from Obama?
No, its just 1 reason. Manmohan Singh wants to seal his reservation for self and family in the post-nuclear bunkers in the deserts of the US.

There is but 1 reason why MMS is trying like his life depends on it to sell India out – because his life does depend on it. His reservation in that nuclear bunker-city depends on his delivering the supplier cap-immunity to Obama come November.
