The banks & ATMs could have been asked to stock new notes ahead of the demonitisation drive, including caps for 4,000 withdrawals etc.
It’s the announcement that needed to be secret, not the logistics.
No hoarder would have suspected & rushed to change truck loads of old notes in the absence of any leak *in the announcement*.
